As Individual I can think why not government look into it.
I drive every day 40 miles to work, Indirectly the affects on the environment from one normal individual. If I had choice I would not do that. I would look for alternate work commute.
1) Gas (3 gallons) ----- Helps in pollution
2) Tires usage -------- Helps in Pollution
3) Engine oils ------ Helps in pollution
Alternatively If the Road structures or the planning of the road system in such a way that I need not drive, but use a non pollutant means of transportation Like a regular Bicycle.. Yes bicycle I want to do atleast thrice a week when the weather is fine.....the other part is government takes initiative to build new roads but does not look into the smallest energy saving fact that saving fossil fuels is give the public options of using less or not using it, I will give the math to not using my car as commute.
3days a week on bicycle * savings on gas 3*3 = 9 gallons (one car)
from virginia to Washington commuters Approx (20,000) multiplies * 9 gallon/day = 180,000 gallons/day. saving in one city commute.

I am no Brainer when comes to State or county laws. My point making clear is as IRS monitors the income we earn and the tax to be paid back for state or federal.

As and when a part of plantation is cutoff for laying road or selling to community to make homes, Every year cant a law or a monitoring body moniter the directly proportional plantation in the same county or same area with a growth of plantation that will keep the environment the same on a yearly basis.
The whole point from my point of view is you cut the x amount of trees, plant x+y amount of trees in an area where you know you are not going to use it for a while.
